The Board

Chair
Jane took up the position of Chair at Peaks & Plains on 1 May 2020 and brings with her extensive strategic and governance experience across housing, health and education sectors. Jane held the position of Executive Director of Neighbourhoods at Trafford Housing Trust for 10 years. She has also been Deputy Chair at the University Hospital South Manchester (Wythenshawe Hospital) and was an External Commissioner on the House of Commons Commission for 5 years. For the past 7 years she chaired the Tameside and Glossop Integrated Care Foundation Trust, leaving that role in April 2025. Jane currently has a Non-Executive role at the Information Commissioner’s Office.

David joined the Board in October 2021.
He is an experienced Board member having held such roles in a wide range of infrastructure companies.
He has recently taken on the role as UK Operations Director at Pario, a specialist asset management company, working to ensure effective delivery of several infrastructure projects which include some social housing projects.
Previously he was Investments Director at Balfour Beatty Investments following work in similar roles in other companies. He also has over 15 years’ experience at KMPG LLP working within its corporate finance and public sector audit and advisory teams.

Guy joined the Trust’s Board in June 2020.
He is a highly experienced finance professional who has worked across a variety of public and private sectors.
He has held several roles within social housing at both an Executive and Non Executive level and has recently worked with First Choice Homes Oldham and Riverside Group.
Guy is currently Interim Director of Finance & Corporate Resources at Eden Housing Association in Cumbria.

Vice Chair of the Board
Alison joined the Trust’s Board in June 2020. She brings a wealth of housing experience with her as a former CEO of Paradigm Housing and a successful interim CEO and Executive at a number of Housing Associations.
She has held a number of non-executive roles including Chair of Stafford and Rural Homes and, following the successful merger, the Housing Plus Group.
Currently, Alison is Chair of Auxesia Homes and Heyford Regeneration Ltd. and recently became a Board member at Broadacres Housing Association.
Alison is also the Trust’s Board Complaints Champion.

Chair – Peaks & Plains DevCo
Fiona joined the Board as a co optee member in 2020 and was appointed as a full member of the Board in October 2021.
Fiona, a development consultant, has over 35 years of development experience within the public and private housing sector having been involved in the delivery of around 5,000 affordable homes involving social housing and multi tenure development.

Chair of Audit Committee & Senior Independent Director
Anthony joined Peaks & Plains in 2018 as a co-optee to the Audit Committee and he was subsequently appointed to the Board in 2019.
He had a long career in the banking sector and in 2013 set up his own business providing advice to small and medium sized businesses on matters such as strategic business issues, budget management and performance management.
He has held a number of non executive Board roles for a range of small businesses and acts as a business mentor. He is currently Chair of Lincolnshire Housing Partnership.

Paul joined the Trust’s Board in May 2024.
He is a highly experienced technologist who has worked across a variety of public and private sector roles.
Since joining dock10 in December 2009, as Chief Technology Officer, Paul has been responsible for technology strategy and delivery at MediaCityUK – developing and supporting its vision of becoming a leading international hub for the creative and digital sectors and home to the UK’s best loved television programmes.

Jerry joined the Board in April 2025. He lives in Cheshire and has a strong attachment to Macclesfield and the surrounding area having worked here for a significant portion of his career. A Chartered Accountant by profession, he brings skills and wide experience from both the social housing sector and a variety of private sector organisations. He has previously been a Board member at Great Places Housing Group where he was Chair of the Audit and Risk Committee.
Jerry has a strong interest in education with previous non-executive roles at Manchester Business School and Macclesfield College. He is currently a Governor at Cheshire College, South and West. He is married with two children and is passionate about music, books and gardening. He aims to walk at least 1500 miles every year! He is excited to be returning to a sector which plays an important role in addressing our country’s housing needs in a geographic area he knows well.

Phil joined the Board in April 2025. He is is Director of Property for The Riverside Group. and has over 40 years knowledge and experience in Asset Management having operated at senior level in both the public and private sector delivering holistic asset management and integrated housing services. Phil has a passion for innovation, transformation and change and has led on many projects implementing new technology, developing services and improving efficiency and effectiveness. Phil is a committee member of the NHMF, and Direct Works where in both roles he plays a leading role in supporting collaboration, and the sharing of best practice with partners and suppliers from many different sectors. Phil is also an experienced non-executive and is currently chair of Three Sixty, a subsidiary of Stockport Homes. He is looking forward to working with fellow Board members at Peaks and Plains and contributing to the delivery of the Trust’s corporate plan objectives and improved customer service for residents.
Phil lives in Cheshire and in his spare time he enjoys holidays, cycling adventures both home and abroad, and can often be seen at weekends training around the Cheshire lanes.
The Executive Team

Chief Executive
Responsible for the Trust’s Strategic and Operational Direction.
Mark joined the Trust in May 2019, as Chief Exec he reports to our Board and has overall responsibility for the Strategic and Operational direction of the Trust and the delivery of our Corporate Plan.
Mark has more than 25 years’ experience in housing, urban regeneration and economic development, both public and private, working across a variety of sectors including residential development, student accommodation, education, health and infrastructure.

Director of Resources
Responsible for Finance, ICT, Governance, HR, Health & Safety, Customer Voice & Comms, Complaints, Customer Experience, Business Assurance, Procurement and Neighbourhoods.
Jules joined the Trust in June 2019 from Wythenshawe Community Housing Group where she was Assistant Director of Finance.
She is a FCCA qualified accountant and has worked in finance for over 20 years working in both the private and not-for-profit sectors. In 2011, Jules made her move over to the social housing sector.
Jules is also an independent member of the Audit Committee at Magenta Living.

Director of Operations
Responsible for Assets, Compliance, New homes, Repairs and the Consumer Standards.
Emma joined the Trust in March 2020 from Great Places Housing Group, where she was Director of Assets.
She has a wealth of experience with over 29 years’ experience in social housing, having held Board Chair, Exec Director and Director Roles.
Emma has degrees in Building Surveying and Architecture, Planning & the Built Environment and has worked in a range of housing associations including as an independent board member and Chair of a housing association for 12 years.
She has worked on a large scale estate regeneration programme and has a particular interest in involving customers in decision-making at all levels.
She is currently Chair of Women in Property. Emma also sits on the Board of:
